Browser downloaded a file instead? Many browsers do. Open your downloads
(the download icon near the top right, or Ctrl+J) and click UltraBarWeather.application to start the install.
Windows will say Publisher: Unknown Publisher. That's expected for a free, independent app without a paid code-signing certificate. Click Install. If a blue "Windows protected your PC" box appears first, click More info, then Run anyway.
You only see that once. Updates install by themselves, with no prompts, when the app starts.
